Palestine had asked for a motion proposing that Israel be suspended, which would have meant that Israeli teams could not take part in international competitions, but Rajoub said he had been persuaded to back down.
"I decided to drop the suspension, but it does not mean that I give up the resistance," Rajoub told the Congress.
"A lot of colleagues who I respect and I appreciate explained to me how it is painful for them to hear in this family about the issue of suspension.
"Tens of presidents of associations from Africa, South America, North America and Europe said to me that they don't want to have the precedent of suspending an association.
Up to the last minute, Blatter had lobbied furiously to avoid the vote, travelling to the Middle East last week to meet both Israeli Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas.

Protesters interrupt FIFA congress, demand 'Israel out'
Protesters briefly interrupted the FIFA congress on Friday as the world football's governing body prepares to vote later on whether to suspend Israel from the organization.
The two female protesters halted president Sepp Blatter's opening address, waving red cards at FIFA representatives and chanting "Israel out!" before being escorted out of the hall by security guards.
A group of around 150 protesters supporting the vote had gathered to chant outside Zurich's Hallenstadion before the congress started.
Blatter apologized for the brief delay and called for security guards in the building to be more vigilant.

PFLP slams decision to drop bid to suspend Israel from FIFA
Dropping the bid to suspend Israel from FIFA was an "outrageous deviation from our values, principles and efforts to expose the Israeli occupation's crimes and to oust Israel from international organizations," the Popular Front for the Liberation of Palestine (PFLP) said Saturday.
The leftist PLO faction laid responsibility for the last-minute withdrawal on Palestinian Authority decision makers, calling upon the Executive Committee of the PLO to hold an emergency meeting to discuss the issue and "settle account with" those behind the decision.
Palestinian Football Association President Jibril Rajoub dropped the bid Friday minutes before it was scheduled to be brought to the table.
The football governing body voted instead on an amendment proposing the formation of a committee to monitor the movement of Palestinian football players, Israeli racism, as well as the status of Israeli league teams based in illegal Jewish-only settlements in the West Bank.
The new amendment passed with 90 percent of member nations voting in favor following a whirlwind of ambiguous last minute changes.
PFLP maintained that Palestinian Football Association President Jibril Rajoub should be questioned over his position and his exact actions during the FIFA congress meeting.
Such behavior is a "slap to Palestinian sport," the group said, pointing to the decision as a waste of the blood lost by all those who have sacrificed for Palestinian movement and independence from Israeli occupation.

They will be extradited to New York, where the Justice Department will try them for their alleged crimes. Israeli probe defends Gaza war actions as 'legitimate', 'lawful'
Israel on Sunday defended its conduct in the 2014 Gaza war as "lawful" and "legitimate" in an inter-ministerial report into the deadly 50-day conflict.
Israel claimed its forces did not intentionally target civilians or civilian targets, drawing conclusions that were rejected out of hand by the Palestinians.
The internal report, which was put together by the foreign and justice ministries with input from the military and the National Security Council, was released two weeks before a UN report into the conflict.

Amid rising criticism, cabinet minister defends legislation that aims to prevent hunger strikes among inmates
n a letter addressed to Public Security Minister Gilad Erdan and Justice Minister Ayelet Shaked, Israeli Medical Association chairman Dr. Leonid Eidelman said he had given doctors an instruction to act solely according to the demands of ethics and not to force-feed prisoners on a hunger strike.
The Medical Association views the intention to legislate force-feeding very severely, Eidelman said. Our objection was expressed to [representatives of] government ministries and the attorney general at every opportunity.
Force-feeding prisoners by tube against a persons will has been prohibited since 1975 by the World Medical Associations Tokyo Declaration, provided that the prisoner is capable of forming an unimpaired and rational judgment. The procedure can result in extreme pain and in severe bleeding and spreading of various diseases.
Khader Adnan unable to stand as hunger strike enters 39th day
Palestinian prisoner Khader Adnan entered his 39th day on hunger strike Friday as his health continues to deteriorate, the Palestinian Prisoners' Center for Studies said.
Rafat Hamduna, director of the center, said that Adnan's weight was dropping to dangerous levels and he is no longer able to stand up or move.
The director called on Palestinian, Arab and international actors to take notice and support Adnan's cause, adding that the detainee is defending the humanitarian rights of the 500 or so Palestinians being held under in Israeli administrative detention.
Adnan, a father of six children, was detained on July 8, 2014 and sentenced to administrative detention for the 10th time in his life.
Palestinians held in administrative detention can be held without charge or trial for months or years, and are denied access to the evidence that led to their detention.

Gaza flotilla ship 'sabotaged' days before expected arrival
One of the ships taking part in a flotilla headed towards Gaza strip was sabotaged south of Crete, an activist aboard one of the ships said Thursday.
Israeli-born Swedish activist Dror Feiler told Nazareth-based al-Shams radio that the ship had been sabotaged by professionals, and would have sunk if sailed at sea.
"Somebody went underneath the ship at night and sabotaged its propellers, just like they sabotaged the same ship in 2011, Fieler said referring to similar damage that was inflicted upon a ship participating in a previous flotilla.

Eine Cartoon die einige Sachen der israelische Fahne tragten , war als antisemit beschimpft .... Noch in Jahr 2015 mit diesem sachen !! So , zwei oder drei personen ( weil von den 17 die gegen Artikel waren , haben sie sicheher mehrer mal gepostet ... ) die sagten die Antisemit ist , haben mehr macht als Freie Meinung in einer "Linke" Portal .... Er ist gebürtig aus Israel, diente in Israels Armee und wanderte vor 40 Jahren nach Schweden aus. Seine Eltern waren in Israel wohl bekannte Gegner der Besatzung. Seine Mutter lebt noch in Israel: aber ein Besuch wird ihm verweigert. Er kann Israel aus keinem Grund betreten, nicht als Teil der Flotille, noch um seine Mutter zu besuchen. Despite adjustments made to the blockade by the Government of Israel in June 2010, restrictions on imports and exports continue to severely hamper recovery and reconstruction. Over half a million Palestine refugees in Gaza live in the eight recognized Palestine refugee camps, which have one of the highest population densities in the world. The blockade has had a devastating impact on Palestine refugees, including those living in Palestine refugee camps. Unemployment continues to be at unprecedented levels, particularly among young people.
